Many times people will tell us they are too "sensitive" to come to the shelter and that they couldn't bear to see the animals. We understand, but life is messy and sometfmes uncomfortable and what so- ciety produces we feel we all need to take responsibility for. Believe us there is great satisfaction in going into the kennel area and knowing all the bodies there are really happy to see you! Q: I received a notice that it is time for my car to get its biennial smog check. I know that due to some mechanical issues it will not pass the test. Can I hold off paying the fees that are due if it can't be smogged? A: This is a great question. However, while it is reason- able for you to assume you can wait to pay your regis- tration until you have your smog certificate; the fee is due regardless of the smog check results. Failure to pay on the due date will result in late fees. If your vehicle does fail the smog test you can ob- tain a $50 temporary operat- ing permit (TOP). This will allow you to continue to op- erate your vehicle for up to 60 days from the date of reg- istration expiration, allow- ing you time to make repairs and have your vehicle retest- ed at the smog station. You may also qualify for the Bu- reau of Automotive Repair (BAR) Consumer Assistance Program and if accepted, the $50 fee can be waived.
