Intention to Form a Contractual Assessment Program; Proposed Boundaries. Pursuant to a resolution entitled "Resolution Declaring Intention to Finance Installation of Distributed Generating Renewable Energy Sources, Energy Efficiency and Water Efficiency Improvements," adopted on April 17, 2014 (the "Resolution of Intention"), the Commission of the California Statewide Communities Development Authority ("California Communities") has determined that it would be convenient, advantageous, and in the public interest to designate an area, which shall encompass the entire geo- graphic territory within the boundaries of the counties listed at Schedule I, and cities in Los Angeles County listed at Schedule II, of the Resolution of Intention (collectively, the "Covered Jurisdictions," and each a "Covered Jurisdiction"), within which California Communities and property owners within the Covered Jurisdictions may enter into contractual assessments to finance the installation of distributed generation renew- able energy sources and energy efficiency and water efficiency improvements that are permanently fixed to real property ("Authorized Improvements") pursuant to Chapter 29 of Part 3 of Division 7 of the Streets & Highways Code of the State of California ("Chapter 29"). California Communities will not enter into contractual assessments to finance the installation of Authorized Improvements with the owner of any property located in unin- corporated territory of any Covered Jurisdiction that is a county, or incorporated territory of any Covered Jurisdiction that is a city, unless requested to do so first by such county or city. Under Chapter 29, California Communities may issue bonds pursuant to Chapter 29 that are payable by contractual assessments and California Communities may advance its own funds to finance work to be repaid through contractual assess- ments, and may from time to time sell bonds to reimburse itself for such advances. 5. ' Mike Woodlee Quincy High School head varsity basketball coach Special to Feather Publishing When a school of a little north of 200 students plays a  . school of 2,800, the old saying . David vs. Goliath is an understatement. Quincy High School'svarsity basketball team competed against schools that were larger than it the entire weekend May 6 - 8 at the Chico State Basketball Camp. The Trojans played schools 3.5 to 14 times larger than them. Although they only came out as victors in one out of the nine games, they improved the entire weekend. Some schools were 15 deep, whereas the Trojans only had eight players the first day and six players the final two days. Quincy played teams such as Coming, Orland, Chico, .- Pleasant Valley, Placer, .: Franklin (Elk Grove), Elsie Allen (Santa Rosa), Center (Sacramento) and Central Valley (Redding). Some coaches would look at a 1-8 record over the weekend as a failure, but consider this: Brady Rick strained his groin in the first game, but the Trojans still beat Corning and i:" played Placer and Pleasant " " Valley to 12-point losses. The second day Knox Hollister had SATs and Rick was down, so we played with six players. In our first game, against Elsie Allen, we played with them for the first half, but our depth couldn't hang when they shuttled a new '. unit in every five minutes. Same thing with Orland. We . lost to Elsie Allen by 10 and by seven to Orland. Our third game Saturday was againstthe largest school at the camp (whoever makes this schedule needed to look at it again), Franklin. They beat us by 50 points. Later that day we went to the Cinemark Theatres in Chico then went to dinner at the restaurant Smokin' Mo's BBQ. Much thanks to the Boosters for buying dinner for all the players and coaches that evening The booster club also contributed water and Gatorade, which was vital on a weekend when the team saw 105 degrees. . . Against Central Valley, ' Quincy led deep into the second half, but turned over the ball in crucial situations. Fatigue became a factor since Central Valley had 12 players. They earned i t , though. Inexperience in varsity competition was evident this weekend, but allowed great exposure to some of our future studs The second game Sunday was against Chico on its home floor and Quincy lost by nine in a very close game. By the time the Trojans got to game nine, the coaches of Center (class acts) saw we only had six players and played their young squad the entire second half. Quincy beat them ir a second restart, but lost by 16 in total. It was a great weekend and we saw tremendous progress from Crowe Herbertson-Deemer, D.J. Davis, Jakob Grammer, Marcus Kingston and Knox Hollister. Jake Rick demonstrated that he is ready for varsity basketball. Erik Schwartz battled the entire weekend and was our best overall performer. Brady led us to victory on the first day and nursed an injury while supporting teammates. Coach Kent Grammer and I were very pleased with the , i' overall effort. We never quit , '" and Played all the way to the end. Multiple coaches, including Chico State's Greg Clink, commended us for "playing up,' and "taking our lumps in the summer. We know we won't see competition like this in the season and the same can be said when we go ..' to Central Valley in two " weeks, but this is already further than we were last year at this time. We are putting in the work now in .hopes of playing into March next year.
