12A Wednesday, June 23, 2010 Feather River Bulletin BALLOT, from page 11A are trying to convince you that somebody is coming after your money.&apos; They promise you that a $50 cap will somehow save our 50-year-old hospital. That is not true. The facts are: The total amount that can be borrowed is limited to $17.5 million. The money's use is limited to replacing the old hospital and other facility improve- ments. The District has already applied for a USDA low interest loan, but it can't be granted if the $50 cap passes. The original project was cut nearly in half, so we're already talking bare bones. The Petition was sold to people on the basis of anger at taxes, anger at the Board, and the wish to have a hospital without paying for it. What the cap would do is: Close the hospital. Close out at least 200 jobs. Close services like the Health Fair. No baby deliveries in Plumas County. Drop property values. Expose us to long and dangerous emergency trans- ports. Who would want to live in Quincy or the surrounding area without a hospital? Measure B says one thing but does another. Vote No! We can't afford the ruin caused by a $50 cap. Vote No! For the well-being of our community, Vote No! Argument against Measure B (filed by Susan Wickman, Greg Kinne, Kimber Kraul, Bill Coates and George Terhune) Three things are wrong with Measure B: It can't fix the old hospital or build a flew one. It won't save you money; it will cost you a lot more. It would devastate our health care. With the $50 cap, no more general obligation bonds can be sold, so we couldn't make required improvements or build a new hospital. Eventu- ally, state laws on earth- quake safety would require our hospital to close. That would leave a choice: Either hold a new election to rescind Measure B and build the hospital anyway -- Or let our hospital close. Either way we lose big time. Building later would almost certainly cost more for construction and interest, and waste money already spent. But closing the hospi- tal would cost even more! It would reduce property val- ues, cost our economy 200 hospital jobs and the other economic activity dependent on the hospital and those job, a[zd we'd spend a lot of money on trips to Chics or Reno for medical care. Worse yet, without our hos- pital, local health care would deteriorate badly. Can we re- cruit and retain the best doc- tors and medical staff with a second-rate hospital or no hospital at all? As- suming you get there safely, your doctor will be whoever is on duty, not your own doc- tor. What about a difficult pregnancy? Will the mother have to spend the last few months in Chics or Reno, just to be safe? Would a last- minute C-Section require a ninety-mile rush to an out-of- town hospital? Let's Save Our Hospital. Vote No on Measure B. Rebuttal to Argument Against Measure B (filed by Donna McElroy, Milton K. Beer, Richard W. Sargent, Ronald R. Bernstein and Carol D. Davis) Don't be fooled by the scare tactics of the coalition that wants to build a hospital at all costs. Voters did not ap- prove a new hospital at all costs. "Measure A" led voters to believe a new hospital would cost between $22.36 and $87.30 (in the year 2037) per $100,000 assessed value. It is now known it can't be done at those rates. It is also known that in the second year after Measure A was passed, tax rates exceeded the highest rate predicted by 40%. How high will the rates go? No one knows. Fixed in- come people live in fear of losing their homes because of the "Measure A" tax. The fi- nancing scheme is out of con- trol. It is time for voters to take back control by voting "Yes" on "Measure B." How many voters under- stood they were giving the Hospital Board unlimited taxing power over their prop- erty by voting "yes" on "Mea- sure A"? It's a fact that was not disclosed before the elec- tion. It is time for voters to limit the Board's taxing au- thority by voting "Yes" on "Measure B." Passage of "Measure B" will not cause any of the doom and gloom outcomes suggested by the coalition that wants to build a new hospital at all costs. What it will do is provide about $300,000 per year that can be used to fix our hospital with- out breaking the bacls of homeowners and renters. Take control. Cap the Tax. Vote "Yes" on "Measure B." Beginning our 27th year in business! During the past 26 years, we are proud to have built more than 70 homes and 100 garages in Plumas County, not to mention the hundreds of remodels, additions and insurance repairs we've done as well. With the change in the economy (specifically, fewer new housing starts), my business partner (and son) Donavon and I knew we had to change our business model.
