12B Wednesday, July 23, 2014 Bulletin, Record, Progressive, Reporter arge program Even as severe drought conditions challenge California farmers and ranchers, the state requires agriculture irrigators to comply with regulations of at least two state water agencies: The Department of Water Resources oversees water rights and allocations; while the Central Valley Regional Water Quality Control Board oversees water quality concerns. Upper Feather River farmers and ranchers receive .their irrigated lands water quality program information, and regional representation, through the Sacramento Valley Water Quality Coalition, which represents 13 sub-coalitions within its area. The new Irrigated Lands Regulatory Program, now referenced as Waste Discharge Requirements, has been adopted by the regional water quality control board. Irrigators have an option to join local coalitions to work as a group to comply with the program for their areas, or file a Notice of Intent to comply on an individual basis. The coalition option remains the most cost-efficient method of program compliance for farmers and ranchers, because the fees and reporting requirements are shared through a group approach to the program. Annual coalition participant lists were submitted to the Sacramento Valley Coalition on July 15. Current Upper Feather River Watershed Group members who paid their annual dues are enrolled as active members and meet current compliance requirements. Those who missed renewing their membership may still do so by July 25. Contact UFRWG as soon as possible. Local coalitions must notify their current members about the new WDR program and its expanded requirements. UFRWG is the ons Quincy Natural Foods and Twin Pines Cooperative Foundation established the Quincy Natural Foods Cooperative Community Fund in 2005 to provide financial support to local nonprofit organizations. A total of $750 will be donated in 2014. Granting criteria are as follows: --Grants will be given to nonprofit and/or cooperative organizations. --Grants will be given to organizations whose purpose and activities address the issues of agriculture, food and hunger; environment; community; or cooperatives. --Preference will be given to organizations based and operating in the local area. --Preference will be given to organizations with annual budgets of less than $50,000.
