Feather River Bulletin Paid Policital Advertisement Wednesday, Aug. 11, 2010 9A How Voters Were Duped on Measure A In 2008, a slick consultant, from the big city was hired to devise a campaign strategy aimed at convincing voters to approve a $17.5 million bond measure to build a new hospital. Here are some quotes from the consultant's web page, bragging about what they did to convince voters. Soon after taxpayers received their property tax bills in October 2009 and started raising a fuss about the shocking jump in the rate, all references to Plumas District Hospital were removed from the consultant's web page. QUOTE: "With just 4,171 voters in the hospital district but big stakes on the line for the local com- munity, (we) carefully devised a strategy and approach that was appropriate for the community." QUOTE: "We faced several difficult challenges. Given the small tax base, the tax rate required to support these bonds was nearly $80 per $100,000 of assessed value - more thandouble the tax rate required for most hospital bonds. The limited and struggling rural economy placed limitations on the potential donations needed to fund a campaign." QUOTE; "Before the measure was placed on the ballot we helped the hospital mount a public outreach effort that recalled the history of community healthcare in the region and reminded residents of the limited healthcare alternatives if Plumas District Hospital was to close." QUOTE: "(We) advised the Hospital to call for a mail-in ballot election. When combined with the right campaign strategy, this type of election has proved beneficial for many of our clients." QUOTE: "Once the measure was on the ballot, (we) worked with the independent campaign committee to devise a campaign strategy suited to the unique elements of this rural mountain community." ..... .., ~: ~-~ ~,..~ ~ ,~:. ~ ~.-~ ....... ..... ~ QUOTE: "Our campaign made the most of limited resources. When the polls closed we received support from 78% of voters in a resounding victory." QUOTE: "(We were) proud to assist Plumas District Hospital in this effort and we offer our sincere congratulations to them on this tough win." QUOTE: "Our success with Plumas Hospital District shows that no client is too small or too remote to benefit from our strategies and advice. If you are interested in evaluating the feasibility of a bond or tax measure for you (sic) district, please contact us for a free consultation." QUOTE: "(We are) known for our ability to pass tough elections indifficult electoral climates. We can help you choose the right election date and design a measure that voters will support."
