One victim's advocate bit- terly complained of the irony that the state would pay to house a serial killer in Lassen County when local residents so desperately need services. One man said the message for Herzog was, "Hell, no, we don't want you here. I'm sure there are a lot of people who'd like to put a lot of move on him." Loren Herzog is a free man, according to top sources. The convicted murderer, one of two alleged serial killers known as the "Speed Freak Killers," did his time according to law and was paroled to Lassen County af- ter several other counties in- cluding San Joaquin County, his last legal residence, re- fused to allow him to parole there. In a joint press release is- sued late Friday, Sept. 17, by Susanville Chief of Police Jeff Atkinson and Lassen County Sheriff Steve War- ren, the California Depart- ment of Corrections and Re- habilitation has provided both departments with terms and conditions of pa- role for Herzog. Some of the terms include the following: Curfew from 5:30 p.m. to 8:30 a.m. During these hours Herzog will be required to remain on state prison grounds. Herzog will not be al- lowed to leave state property without permission from a CDCR parole agent and will only be able to leave the grounds with an escort. Herzog also is required to participate in continuous electronic monitoring (GPS). "Both agencies continue to work with local officials," the release said, "to seek al- ternatives to Herzog's place- ment within our jurisdic- tions.
