The winning entry, the Spanish Creek bridge interpretive panels, was part of the mitigation process when the Spanish Creek Bridge Replacement Project was approved in 1988. In compliance with the California Environmental Quality Act, Caltrans agreed to create a display that would depict the history of the Feather River Highway historical district and the Spanish Creek bridge. The panels also include information abom the former Western Pacific Railroad, the Maxwell Ditch and other historical properties within the project area. District 2 archeologist Blossum Hamusek, graphic artist Linda Willis and members of District 2's public information office collaborated with the U.S. Forest Service and representatives from the Plumas County Museum to create the display. The finished product now stands at the Spanish Creek bridge overlook along Highway 70. "Plumas County is rich with history from the early Gold Rush days to the construction of railways and highways," said District Director John Bulinski. "We hope this display will provide this generation and future generations with a look at how important transportation was and still is to Northern California.
