Hough Ranger District, is initiating a 30-day scoping period in response to a Plan of Operations submitted for placer mining. Mining activity was first authorized under the 1872 Mining Law. This along with subsequent regulations require the Forest Service to respond to min- ing Plans of Operation and ensure operations are conducted in a manner to minimize adverse environmental impacts on Forest Service system lands. Edwin Bdght has proposed operations on the El Rico Mina placer mining claim, which is located along,National Forest System Road 26N81, near Greenville, California. The legal location is T26N, R9E, Section 4, MDBM. The Plan as submitted would authorize excava- tion of placer deposits along the edge of the road. Excavation would be completed with a rubber tired backhoe and/or bulldozer. Additional material would be tested within the road bed. An auger would be utilized to drill 25 holes in the road, 10 inches in diameter and 6 feet deep. Material would be processed on site through a trcmmal and recovery b0wl. Water for the operation would be pumped from an existing well and pond, and returned to a sediment pond. The pro- posal, also includes intermittent occupancy at the site in two camp trailers. The timeframe for the proposed operation is 5 years. Seasonal operations would occur between April and November depending upon weather conditions. Annual reclamation would include stabilizing the site against ero- sion and removing heavy equipment and smaller portable items. Final reclamation will include replacing excavated material, grading to natural topography, seeding for re-vegeta- tion and removing all equipment. We are asking for comments and concems about this project. Comments will be used to identify issues and develop conditions of approval for the proposed operation. To assist the Forest Service in identifying and consid- ering issues and concerns on the proposed action, comments should be as specific as possible. Chairwoman Kay Alcorn re- ports contact has been made with elementary and high schools in Chester, Westwood and Greenville to learn about lo- cal children and families in need. "The Christmas Angel Project goes beyond giving toys to chil- dren; we provide them with boots, gloves and jackets. We al- so deliver a Christmas dinner basket to all the families," A1- corn said. She said the annual dinner baskets include such items as milk, eggs, bread, pancake mix and hot cocoa in addition to the standard Christmas food staples. The basket provides the families with an additional breakfast meal and snacks. "We do very full baskets and many of'the included items are from the Elks members them- selves," Alcorn said. This year Santa Claus and his helpers will make their deliver- ies Dec. 21. The Christmas Angel Project is in its seventh year of opera- tion with the Westwood and Lake Almanor communities. This is the second year the pro- gram will operate in Greenville. "When we started this pro- gram we served probably two to three families and probably five kids. In 2010 we served 22 chil- dren and six families. Last year we served 41 children and eight families," Alcorn said. She also said interested com- munity members can support the program by making cash or food contributions. A food donation box is avail. able at David Price Jeweler in Chester. Alcorn requests that food donations be nonperishable. Cash contributions should be mailed to: Lake Almanor Elks Lodge No. 2626, Attn: Christmas Angel Project, P.O. Box 1329, Chester, CA 96020. "If you would like to make a donation of either cash or food, but are unable to deliver the goods yourself, I would be happy to personally pick the items up.
